Louisiana DOTD Concrete Specifications: What Subs Need to Know Before Bidding

If you're bidding on Louisiana DOTD work — bridge decks, highway paving, culverts, retaining walls — you're operating under a stricter set of concrete specifications than most private work. Getting the mix wrong doesn't just cost you a re-pour. It can cost you the contract, the bond, and your relationship with the GC.


This post breaks down the key DOTD concrete requirements Louisiana subs encounter most often, and what you need to stock or source to stay compliant.


Why DOTD Specs Are Different


DOTD specifications follow the Louisiana Standard Specifications for Roads and Bridges, which are updated periodically and enforced through field inspection. Unlike private commercial work where the engineer of record has wide latitude, DOTD jobs have prescriptive requirements that must be met exactly — mix design approval, source approval, QC documentation, and field testing at specified intervals.


The stakes: failing a cylinder test or having an unapproved admixture on a DOTD job can trigger a stop-work order.


Key Concrete Classes You'll See on DOTD Jobs


Class AA (High Strength): Minimum 4,000 psi at 28 days. Used for bridge decks, prestressed members, and heavily loaded structures. Requires low w/c ratio — typically 0.45 or below. Air entrainment often required for durability.


Class A: Minimum 3,500 psi. General structural use — retaining walls, culverts, footings. Most common class on highway jobs.


Class B: Minimum 2,500 psi. Non-structural fill, lean concrete, some pipe bedding applications.


Admixture Requirements on DOTD Projects


DOTD maintains an approved products list for admixtures. Using an unapproved product — even a high-quality one — can trigger rejection. Before you spec anything, confirm it's on the current Louisiana QPL (Qualified Products List).


Key admixture considerations for Louisiana DOTD work:


Water-reducing admixtures must meet ASTM C494 Type A, C, D, E, F, or G depending on application. Mid-range water reducers are common on Class AA mixes to hit low w/c ratios without sacrificing workability.


Air-entraining admixtures must meet ASTM C260. Required dosage varies by aggregate size and target air content — typically 4 to 7 percent for bridge decks.


Set retarders (Type B or D) are frequently used on Louisiana pours during summer months when ambient temperatures exceed 90 degrees. DOTD specs require documentation of admixture dosage on the batch ticket.


Accelerators may be required on cold-weather pours (rare in Louisiana but possible January through February).


Fly ash and slag are permitted under DOTD specifications as supplementary cementitious materials, but percentages are capped — typically 20 to 25 percent fly ash by weight of cementitious material for bridge decks.


What Your Batch Tickets Need to Show


DOTD inspectors will pull batch tickets on every load. Each ticket must show: mix design approval number, water-to-cementitious ratio, admixture type and dosage, aggregate source, cement mill certificate reference, and batch plant certification number.


If your supplier can't produce compliant batch tickets, you have a paperwork problem before you have a concrete problem.


Cylinder Testing and QC Requirements


DOTD requires a minimum of one set of cylinders (typically 4 cylinders) per 50 cubic yards or per day of placement, whichever is more frequent. Cylinders are cured and tested at 7 and 28 days. Some contracts require 56-day breaks for high-performance mixes.


Keep a copy of every break report. DOTD audits QC records.
